ΑΑΔΕ in 2026 launches large-scale checks with AI, Big Datasystem PARE and data exchange with 90 countries.
Independent State Revenue Administration (ΑΑΔΕ), is moving to a new model of digital tax control: in 2026, the department plans to use artificial intelligence, Big Dataautomatic cross-checks and international data exchange to create a detailed digital profile everyone ΑΦΜ.
Key Findings
- ΑΑΔΕ in 2026 plans about 194,000 checks, studies and cross-checks.
- The tax office will use artificial intelligence, Big Datarisk analysis and digital tools for selecting cases for review.
- Through international automatic exchange of information, data from 90 countries: accounts, income, assets and property of Greek taxpayers abroad.
- System PARE will assess the solvency, behavior, debt freshness and economic events for each taxpayer.
- ? (ΔΕΟΣ, General Directorate of Financial Operations Control Forces) must spend at least 39 300 inspections and investigations.
ΑΑΔΕ is preparing one of the largest tax control reversals in Greece. According to Christmas Day 2026the department is strengthening digital audits, big data analysis and use artificial intelligence when selecting cases for control.
In practice, this means a transition from the classic “check after a violation” model to a system of almost constant digital surveillance of the financial activities of citizens and companies. Banking movements, POS, electronic accounts, myDATA, real estate, short-term rentals, customs data, foreign assets and even the digital footprint will add up to a single picture. The state, as usual, calls this modernization. For some reason the citizen hears: “We’ve finally reached the last euro”.
194 thousand inspections per year
According to the official plan ΑΑΔΕtens of thousands of verification actions are envisaged in 2026. As he writes Liberalthe total volume is the sum of 53 900 tax inspections, 100 800 customs inspections and more 39 300 inspections and investigations by ? (ΓΔ ΔΕΟΣ, General Directorate of Financial Operations Control Forces).
Separately, the plan indicates the revenue goal: 75.45 billion euros total income, while the additional accrual based on the results of inspections should be about 1.5 billion euros. That is, the digital system is not being built for the sake of beauty, not for the sake of scientific interest, and not so that the tax authorities will finally fall in love with Excel. The goal is quite specific: to find, additionally charge and collect.
The focus will be on tax returns, VAT, customs violations, illegal trade, money laundering, illegal financial transactions, undeclared work, fictitious transactions, property abroad and discrepancies between official income and real lifestyle.
What will ΑΑΔΕ check?
The new control model is built around combining data from different sources. According to Proto Themethe tax office gains access to a wide array of information from Greece and abroad, creating a digital profile of the taxpayer and the business.
- banking movements in Greece and abroad;
- POS and cash registers;
- myDATA and electronic invoicing;
- short term rental through platforms like Airbnb;
- real estate transfers and property transactions;
- data from abroad through international automatic exchange;
- digital footprintincluding information from open sources and social networks.
Particular attention is paid to undeclared income outside the country. According to Proto Theme And Business Dailychecks will rely on the exchange of information with 90 countries. This means that the accounts, assets, income and property of Greek taxpayers abroad will become increasingly difficult to keep under wraps.
Formally, such a system is aimed against tax evasion. But politically and socially, it raises another question: why is the state so effective in learning to see the income of citizens, but is much less able to see how these same citizens live with high prices, rent, low wages and constant tax burdens.
PARE: behavioral profile of each taxpayer
The key tool of the new system will be the model PARE — Payment Capacity – Attitude – Recency – Event. As he writes Mononewsthe system will evaluate the taxpayer’s overall financial and payment picture: his ability to pay, behavior regarding debts, the freshness of the debt and events that may affect the ability to fulfill obligations to the state.
In other words, ΑΑΔΕ will look not only at how much a person owes, but also at how he usually behaves before the tax office: whether he pays on time, whether he accumulates debts, whether new assets appear, whether his lifestyle changes, whether there are events that indicate the ability to pay more.
On paper, this is called risk analysis and efficiency improvement. In reality, this is already similar to a tax social rating, only without a beautiful name and with Greek specifics: if the algorithm decides that you are interesting, then people will begin to be interested in the person. And this is usually not a romantic genre in the tax system.
ΔΕΟΣ: tax as a special service of economic control
Will receive a special role ? (ΔΕΟΣ, General Directorate of Financial Operations Control Forces). According to Business Dailyshe must spend at least 39 300 inspections and investigations in 2026.
The new structure operates not like an ordinary old-style tax service, but as a mechanism for stopping complex economic violations: VAT fraud, illicit financial flows, money laundering, smuggling, undeclared work, subsidy abuse and capital schemes.
In the arsenal ΑΑΔΕ and related services are already featured dronesunderwater ROVanti-smuggling vessels, X-Rayservice dogs, mobile teams, digital platforms and international information exchange. The classic tax office with folders and stamps is becoming a thing of the past. In its place comes a tax version of a techno-thriller, where instead of a villain with a suitcase of cash, there is an ordinary citizen with an unsuccessful return.
Real time control and the issue of trust
The most sensitive part of the new model is the transition to almost real time monitoring economic activity. Through POS, electronic invoices, myDATA, bank transactions and automatic reconciliations, the tax office can see discrepancies between reported income and actual receipts much more quickly.
This is a convenient tool for the state. For an honest taxpayer, this is theoretically protection from unfair competition. But for society as a whole, the question of balance arises: where does the fight against tax evasion end and total digital guardianshipin which each citizen turns into a constantly analyzed set of transactions, checks, transfers, trips, posts and property traces?
This is especially painful in a country where the tax burden, high costs and bureaucracy have long been part of everyday pressure. The state demands transparency from citizens, but often does not itself demonstrate comparable transparency in expenses, party debts, public procurement, subsidies and the responsibility of officials. And this is where digital control begins to look not like fairness, but like an asymmetry of power.
Who will be hit the hardest?
Formally, the new tools are aimed at major tax evasion, smuggling, fictitious schemes, undeclared foreign assets and complex financial violations. But in practice, the risk for small businesses and ordinary citizens is also high.
A small entrepreneur, a landlord, a freelancer, the owner of a small tourism service, a person with income from several sources, or a citizen who has transfers from abroad may find themselves in the area of algorithmic interest due to a discrepancy, delay, accountant error, or poor wording in the documents. And then he will have to prove that he is not a camel. In the digital age, of course, electronically and on time.
The problem is not that the tax service is fighting evasion. The problem is that such a system requires a very high level of protection of citizens’ rights: clear selection criteria, the possibility of appeal, control over algorithm errors, protection of personal data and transparency of how information from different sources is used.
New tax reality
In 2026 ΑΑΔΕ actually moves to a model in which the tax return ceases to be the main source of information about a person. The main thing is the total digital footprint: banking, property, consumer, professional, platform and international.
This changes the very nature of the relationship between citizen and state. Previously, the tax office mainly checked documents. Now she will check behavior more and more. Not just what you stated, but also how you live, where you pay, what you buy, what assets you have, what transfers you receive, and whether all this matches the official picture.
For a country with chronic tax evasion, such measures seem logical. But for a country with chronic distrust of the state, they also look dangerous. Because digital power without transparent control easily turns from an instrument of justice into an instrument of pressure.
Editorial comment
New strategy ΑΑΔΕ shows that the Greek state has learned to quickly modernize where it comes to collecting money from citizens. Artificial intelligence, Big Data, PARE, international reconciliations, POS, myDATA, social networks, drones And ΔΕΟΣ — all this creates a system that can really hit tax evaders. But at the same time it creates a new form of digital pressure.
If the state wants trust, it must prove that digital control will apply not just to the weak, small businesses and ordinary taxpayers, but to everyone – including big schemes, politically protected interests, party debts, dubious subsidies and government contracts. Otherwise, the fight for a citizen’s “last euro” will not look like justice, but as another confirmation of the old rule: the rich don’t pay taxes, only the poor pay.
