Greece launches a digital hunt for illegal cars: hundreds of thousands of cars have already been identified without insurance, technical inspection or paid fees.
More 400,000 cars V Greece today they are actually on roads with serious violations: without insurance, without paid tolls or without passing CTEO (technical inspection of vehicles). For the first time, the state had the opportunity to see this picture not approximately, but through mass electronic database reconciliations.
According to data provided by the Secretary General of Public Administration Information Systems Demosthenis Anagnostopoulosnotifications have already been sent approximately 400,000 vehicle ownerswho have not paid tolls for 2025 or drove without insurance. General amount of corresponding fines reaches approximately 110 million eurosas reported Newsauto And ERTnews.
At the same time, according to officials, we are talking only about the first wave of inspections. The next cycles of electronic reconciliations should identify new categories of violators, including owners of cars that have not passed CTEO. In other words, this is not a one-time event for a nice headline, but the beginning of permanent digital control. Yes, the state has finally learned how to create databases. It only took a few decades, but let’s not spoil the celebration of progress.
Digital safari without handbrake
The control mechanism is now fully automated. Electronic database reconciliations are carried out without the need for an inspector to be physically present on the road, and fines are issued directly. According to the system, with 2026 such inspections must be carried out at least twice a year – March 1 And August 1.
Citizens will be informed through Gov.gr Walletso that the driver can see his debts and violations before they finally turn into a fine. In practice, this means that the usual Greek hope “maybe they won’t notice” is gradually disappearing into the museum of national folklore.
The next big wave concerns cars that didn’t pass CTEO. The system will automatically verify the data, and fines will be assessed without a manual procedure. The fine for not having a valid vehicle inspection is 400 eurosand for unpaid tolls the additional burden is equal to the amount of the unpaid tolls themselves.
Smart cameras: from 8 to a thousand
In parallel with electronic reconciliations, the state is deploying another control mechanism – a network “smart” cameras on the roads. First 8 cameras were installed December 15, 2025 at seven points Attica and, according to Greek media, in just 25 days recorded almost 29,000 violationsthat is, more 1,100 violations per day. This was also written about Pelop And The T.O.C..
According to Demosthenis Anagnostopoulosthe goal is to increase the number of such cameras to at least 1 000 in the coming period. Their installation should expand to Athens, Thessaloniki And Creteand the placement points will determine ΕΛ.ΑΣ. (Greek police).
The project is designed for six years, and its cost, according to Greek publications, exceeds 88 million euros including VAT. The peculiarity of the scheme is that financing should actually be provided by the fines themselves. That is, violators will not only pay their fines, but also help the system become even more efficient. Almost a cycle of road irresponsibility in nature.
These cameras record not only violations Traffic Code in the classical sense. During the verification process, the vehicle number can be automatically checked against insurance databases, CTEOtolls and even restrictions Daktylios – restricted traffic zones in the center of Athens.
Among the violations that can be recorded by the system are:
- driving through a red traffic light;
- speeding;
- failure to wear a seat belt or helmet;
- using a mobile phone while driving;
- driving in a bus lane or emergency lane;
- illegal parking;
- violation of vehicle data restrictions.
Why is this important for security?
An illegal car on the road is not just a matter of money for the budget. A car without insurance becomes a problem for all road users: if an accident occurs, the victim may face a long and unpleasant compensation procedure. Car without CTEO – this is a risk of technical failure. And a car with unpaid tolls is another example of how some drivers have been using the roads for years at the expense of those who paid on time.
It is especially annoying that many such violations have been perceived for years as “ordinary Greek reality.” Someone doesn’t pay, someone doesn’t insure, someone “forgot” the technical inspection, and then everyone is surprised at the condition of the roads, accidents and general uncontrollability. A very convenient formula: individual responsibilities, collective consequences.
Now the state is trying to close this particular gray area. If the system actually works regularly, it will become increasingly difficult for the car owner to expect that his violation will remain invisible. Verification no longer depends only on a random stop on the road: a match of data in electronic registers is sufficient.
Beware: scam messages
As the number of electronic fines increases, the risk of fraud also increases sharply. Fake messages are already being recorded SMS and email, in which attackers allegedly notify citizens about violations ΚΟΚ and require you to follow a link, enter codes or make a payment.
Demosthenis Anagnostopoulos separately warned citizens that official information about fines comes through a digital mailbox gov.grand not through random messages with suspicious links. Simply put, if you have been sent a “fine” with a request to urgently enter your bank data, this is not a digital state, but a digital thief with a bad imagination.
Citizens should check notifications only through official government services, and should not click on unknown links or enter access codes or bank details on pages that do not belong to official platforms.
Editorial comment
History with 400,000 illegal cars shows not only the scale of violations, but also the scale of the previous tolerance of the state. For years, a large portion of the fleet was able to drive without insurance, without inspection or without paying fees, while control remained fragmented and dependent on random inspection.
Now the situation is changing. Electronic databases, cameras and automatic calculation of fines turn road control from an episodic campaign into a permanent mechanism. This is unpleasant for those who are used to driving “as it happens,” but it is useful for everyone who pays, insures the car, passes CTEO and doesn’t want to one day encounter a ghost car on the road without documents and responsibility.
However main question — not whether the state can issue fines. It will be able to write it out, especially if there is such a thing in the system tempting source of income. The question is different: will this control be fair?regular and understandable for citizens, or it will turn into just another money-raising machine with no visible improvement in road safety.
If digital checks actually reduce the number of uninsured vehicles, force drivers to undergo CTEO and reduce the number of dangerous violations, this will be a real step forward. If everything comes down to new notifications, new fines and new payments, society will again see the old Greek scheme: the state has learned to punish faster than to solve the problem.
The message from the authorities today sounds quite clear: The era of impunity for uninsured cars, unpaid tolls and forgotten inspections is ending. But for citizens, it is important that along with this era another era ends – the era of selective control, poor organization and the habit of remembering order only when the budget needs to be replenished.
