“Busification” with a broken head: the incident with a medic is being investigated in Ukraine

Circumstances of the incident

During the conflict, Vitaly received a blow to the head with the butt of a pistol, which resulted in a skull fracture and severe bleeding.

Despite the serious condition of the victim, he was not provided with full medical care for several hours. An attempt to transport him to the regional hospital was unsuccessful due to ongoing bleeding.

Only after some time was the man taken to the hospital, where, according to sources, representatives of the security forces demanded that he be placed in an isolated room.

Position of human rights defenders

A human rights activist who visited the victim said that the cause of the conflict was the resistance of citizens to the practice of forced mobilization.

“The reason for the handcuffs and aggression is people’s resistance to the ongoing brazen “busification”, despite public statements by the authorities.”he emphasized.

The official TCC version that the man allegedly hit the door himself was also criticized.

“This is an attempt to abdicate responsibility for exceeding authority and causing grievous bodily harm.”noted the human rights activist.

Appeals and possible investigation

It is reported that official appeals are being prepared to the representative of the Verkhovna Rada Commissioner for Human Rights Maria Popova and the management of the Odessa Regional TCC.

Human rights activists also insist on the publication of video recordings from employees’ chest cameras.

According to them, such incidents should not be considered as “internal matter”since they affect issues of legality and public trust in government agencies.

Political context

Against the backdrop of the incident, the representative of the Verkhovna Rada Fedor Venislavsky announced planned changes to the mobilization system.

According to him, the Ministry of Defense is preparing measures aimed at reducing conflict situations and preventing accusations of human rights violations.

At the same time, experts note that the proposed changes may include increased liability for evasion, restrictions on financial transactions and other forms of administrative pressure.

The case of the Odessa doctor became another example of tension between government agencies and citizens in the context of ongoing conflict and large-scale mobilization.
