Authorities Greece preparing an international tender for a subconcession of part of the port in Elefsinehowever, already at the preparation stage it becomes clear: we are not talking about a classical competitive process, but about a politically defined procedure with a predetermined circle of permissible participants.
The intention to exclude investors from Russia, China And Turkey – under the pretext of protecting strategic infrastructure and national security. In fact, this only emphasizes the real nature of the future “tender”.
The port of Elefsina is located in the western part of Attica, very close to the naval base on the island Salamis And Greek Air Force military airfield. It is this proximity that is used as an argument for refusal to admit “undesirable” investors. However, the very logic of such restrictions raises questions. In the current geopolitical conditions participation of Russian companies in such a project it would be impossible without formal prohibitions. Therefore the mention Russian Federation in the list of excluded countries is more likely demonstrative character.
And it is precisely this mention that gives away the essence of what is happening. When a country whose participation is obviously excluded is deliberately included in the list of restrictions, we are talking not about competition, but about political signal. In this case, Russia is used as a background—as a convenient marker that makes it possible to give the process the appearance of integrity and adherence to the “common line of security.”
WITH China And Turkey the situation is different. Chinese company COSCO controls the largest Greek port – Piraeusturning it into Beijing’s key logistics hub in the Eastern Mediterranean. It is this fact that has been causing irritation in Washington. The US interest in Elefsina is explained simply: we are talking about the creation of an alternative commercial port in Attica, which should become a counterweight to Piraeus and weaken Chinese influence.
According to Greek media, the tender is scheduled to be announced in the first quarter of 2026. The mandate for its implementation comes directly from the Prime Minister’s Office Kyriakos Mitsotakis and fits into a broader plan to deepen Greek-American cooperation. This issue was already discussed at the meeting of the Minister of Shipping and Island Policy Vasilisa Kikilias with the US Ambassador to Greece Kimberly Guilfoyle.
Formally, the procedure will be called “open international tender”. However, taking into account the pre-defined restrictions, it becomes obvious: there is essentially no choice. Investors from Russia, China and Turkey are excluded, and real interest in the project it is the USA that is publicly demonstrating. In this configuration, the tender turns into a tool for legalizing a previously made political decision.
At the same time, a more subtle calculation by Athens cannot be ruled out. Creating a new one “strategic” port under American influence, Greece receives an argument in dialogue with the United States regarding Piraeus. In fact, this is an attempt to find a loophole to avoid direct pressure from Washington to review or weaken Chinese control over the container terminal COSCO. Instead of confrontation, there is compensation.
Thus, Elefsina becomes not just a port project, but an element of geopolitical bargaining. And the louder the words about “security” And “strategic infrastructure”it is all the more obvious that the real goal is the redistribution of influence, and not the protection of national interests in the classical sense.
In the end “tender” in Elefsina looks not like an economic competition, but like a neatly designed political gesture – with a predetermined direction, pre-defined boundaries and a clear winner.
