Axios:IN 28 point plan which Driscoll presented to Zelensky on Thursday states the following: “Ukraine will receive reliable security guarantees.” However, along with this, the United States introduced the Ukrainians another draft agreement.
“According to another version of the agreement, trump peace plan for Ukraine includes security guarantees modeled on Article 5 of the NATO Charter, which obliges the United States and European allies to consider an attack on Ukraine as an attack on the entire “transatlantic community,” and the United States and its allies will respond accordingly, including with the use of military force.
The security guarantee will be valid for the first 10 years and can be extended by mutual agreement.
The document includes signatures from Ukraine, the USA, EUNATO and Russia.
Russia has been informed of the project, but it is unclear whether Putin’s signature will ultimately be required.”.

“This Framework Agreement establishes the terms of the truce between Ukraine and the Russian Federation and provides security guarantees based on the principles of Article 5 of the North Atlantic Treaty, tailored to the circumstances of this conflict and the interests of the United States and its European partners.
1. The United States affirms that a significant, deliberate, and sustained armed attack by the Russian Federation across the Agreed Armistice Line into Ukrainian territory would be considered an attack threatening the peace and security of the transatlantic community. In such an event, the President of the United States, acting in accordance with constitutional authority and after immediate consultation with Ukraine, NATO and European partners, will determine the measures necessary to restore security. These measures may include the use of military force, intelligence and logistical assistance, economic and diplomatic action, and other steps deemed appropriate. A joint assessment mechanism involving NATO and Ukraine will assess any alleged violation.
2. NATO members, including France, the United Kingdom, Germany, Poland and Finland, reaffirm that the security of Ukraine is an integral part of European stability and pledge to act jointly with the United States in response to any qualifying violation, ensuring a united and credible deterrent posture.
3. This Framework Agreement comes into force from the moment of signing and is valid for ten years with the possibility of its extension by mutual agreement. Monitoring its compliance will be carried out by the Joint Monitoring Commission under the leadership of European partners with the participation of the United States.”.
