ΕΛΣΤΑΤ reports: in July construction activity in Greece increased by 21.6% in volume and 12.2% in the number of permits.
Increase in construction activity in July
According to the latest data ΕΛΣΤΑΤin July 2025 construction activity in Greece showed noticeable growth. The total volume of construction (private and public) amounted to 3,134 resolutionscovering 733.875 m² area and 3.550.562 m³ volume. This represents an increase of 12.2% in number of permits, 12.5% in area and 21.7% in volume compared to July 2024.
Private construction is the main market driver
Of the total number of permits 3.118 fell on private projects. Their total area reached 724.248 m²and the volume is 3.501.263 m³. The growth compared to last year was 13% in the number of permits and 21.6% in volume. The share of public development remains minimal – only 1.4% from the total volume.
Annual dynamics – moderately negative
If we consider the last 12 months (August 2024 – July 2025), the total volume of construction work in the country reached 29,132 permits And 29.855.381 m³ volume. However, compared to the previous similar period, a decrease was recorded: by 3.3% in the number of permits, by 6.3% in area and by 4.2% in volume.
The drop in private construction activity: minus 3.5% by number of permits, minus 6.9% by area and minus 4.6% by volume. State construction takes up only 3% of the total volume of work.
Results of seven months: the decline continues
Between January and July 2025, total construction activity decreased by 9.9% by number of permits, per 18.2% by area and 11.8% by volume. The private sector showed a similar decline over the same period – minus 10% in permits and minus 11.3% in volume.
Thus, despite the strong growth in July, the Greek construction industry continues to recover unevenly. Experts note that the growth of private projects may signal the beginning of a new investment cycle, but the market is still far from stabilizing.
