Radio Liberty published a peace plan, which, according to the publication, is being prepared Vladimir Zelensky and European allies with support USA. The initiative looks like an attempt bring back the peace process back to normal – with the main emphasis on immediate truce and “freezing” the conflict.

According to the document, a ceasefire must begin in 24 hours after the plan has been accepted by both parties. The front line is fixed in its current position, and monitoring of the implementation of the truce begins immediately under US leadership.
In addition, the plan provides for the transfer Zaporozhye NPP under the control of a “third party” (also referred to as the United States) with subsequent return to Ukraine. At the same time, a “non-aggression pact” is being introduced between Kiev and Moscow, with the parties committing to strengthening “mutual respect for linguistic, cultural and religious diversity.”
Truce without details
The remaining points seem much less specific. We are talking about “the lifting of symbolic sanctions,” “a gradual unfreezing of assets,” and “future negotiations on the management of the occupied territories.” Ukraine receives “international security guarantees”, but their format and performers have not been determined.
The document also mentions the need to agree on the final collision line with “agreements on the management of territories controlled by Russia.” Essentially this is a confession. status quo without its legal confirmation.
Washington is watching, Moscow is doubting
It is proposed to entrust the monitoring of the truce USA – a step that raises questions not only in Moscow, but also in some European capitals. Analysts note that the proposal looks like an attempt by Washington to take control of the settlement process by minimizing the role UN And OSCE.
Reaction Russia has not yet been requested for publication, but diplomatic sources note that the chances of the Kremlin’s consent are minimal. Previous peace initiatives of the Kyiv side in 2025 have already encountered refusal, since they contained conditions not taking into account the strategic interests of Moscow.
Return to spring 2025
Essentially, this is a return to the logic of spring 2025, when Zelensky also proposed starting with a truce, and only then discussing the details of a political settlement. However, both then and now, the main problem remains: there are no clear control mechanisms, guarantees and responsibility in the document.
Experts call the initiative “truce without conditions» – that is, a compromise that everyone is ready to welcome, but no one is in a hurry to comply.
Against the backdrop of war fatigue in Europe and the approach of winter, such plans look like diplomatic signals, not real agreements. There is very little chance that Moscow will accept the document. — but the very fact of the appearance of the next “plan” shows that the West and Kyiv are looking for at least the illusion of a pause.
