The EU and Kyiv are preparing a “12-point plan” for Ukraine with Trump as arbiter

Amid the ongoing Russian offensive European Union And Kyiv preparing a new initiative – a plan from 12 points at the end of the war, which should become the basis for negotiations.

According to Bloombergthe project provides for the creation of a council chaired by US President Donald Trumpwho will monitor the implementation of the agreements.

According to the leaks, Ukraine should receive security guarantees, recovery resources and accelerated integration into European Union. Sanctions against Russia will be removed gradually, but only on the condition that Moscow agrees to participate in the restoration of Ukraine. If there is a new attack, the sanctions will automatically return.

A project written without Moscow

The document talks about negotiations between Moscow and Kiev on the “management of disputed territories” – without recognizing Russian conquests. However, neither Russianor its allies have yet been invited to this process. This, according to experts, turns the initiative into a symbolic gesture rather than a real plan.

Main provisions of the plan: The war will end on the basis of the current front line, all Ukrainian children kidnapped in Russia will be returned, all prisoners of war on both sides will be released, Ukraine will receive security guarantees, funds to repair damage from the war, and a fast track to joining the European Union.

Russia will receive a phased lifting of sanctions and the return of frozen assets worth up to $300 billion as soon as it agrees to transfer money to Ukraine to compensate for the damage. All sanctions and restrictions against Russia will be immediately restored if it attacks Ukraine again.

After the end of the war, Russia and Ukraine will begin negotiations on the future of the lost territories, but Kyiv and European countries in any case do not officially recognize Russian sovereignty over them.

Representatives EUaccording to sources, are going to send a delegation to Washington to discuss details with the Trump administration. At the same time White House stated that “There are no plans for a summit with Putin in the near future.”

The Kremlin responds harshly

Moscow’s reaction came quickly. Dmitry Peskov stated that European leaders “they show no interest in the world” and do everything to “encourage Kyiv to continue the war”. According to the Kremlin press secretary, “Peace is impossible if its terms are dictated by those who do not fight themselves.”

European countries currently show no interest in peace and do nothing to promote it; on the contrary, their leaders encourage Kyiv to continue military operations, Kremlin spokesman Dmitry Peskov said

Russian analysts believe that the EU is trying to seize the diplomatic initiative from the United States and at the same time involve Donald Trump into the process as a “guarantor” of a future agreement. However, for now all this remains a theory: Fighting continues on the ground, and neither side is ready to stop.

Europe’s “peaceful” ambitions

In Brussels still prevails the logic of political PR: talking about peace without having the leverage to achieve it. Europe wants to demonstrate initiative, but does not explain how it is going to “force peace” on Moscow, which does not admit defeat and is not ready to make concessions. For the Kremlin, the very fact of discussing such a plan without Russia’s participation is already a signal that Europe is still living in a diplomatic illusion.
