Until December 31, 2025 All businesses in Greece are required to register digitally with the new platform OpenBusinesswhich replaced the old NotifyBusiness system. Registration is free if deadlines are met, but there is a fine for late registration. 200 euros.
To December 31, 2025 all companies and entrepreneurs whose activities are regulated by law N.4442/2016are required to complete registration in the new information system OpenBusiness (ΟΠΣ-ΑΔΕ).
Registration is free if completed on time. After the deadline, an administrative fee of 200 euros for late submission.
The OpenBusiness system, launched on February 3, 2025, replaced the platform NotifyBusinesswhich is now only used to search for old data. All notifications and applications for licenses in accordance with N.4442/2016 will now be submitted through OpenBusiness.
Digital transformation and new requirements
The platform is part of the reform on digitalization of licensing and control procedures in Greece. It integrates all data about enterprises, provides access to government agencies and reduces bureaucratic barriers. According to the decision of the Deputy Minister of Development, OpenBusiness is a “single digital window” for business.
Registration is mandatory for all companies whose activities fall within the scope of Ν.4442/2016, including:
- industrial, logistics, processing and information technology enterprises;
- mining companies;
- tourism, catering, entertainment and medical services;
- transport, car maintenance and parking;
- educational and health centers;
- farming and veterinary enterprises.
Exceptions are made only for activities that have already submitted notifications through NotifyBusiness — their data is transferred automatically. New registration is required for extractive industrieswhere notification forms have been changed.
Responsibilities and new rules
Companies are required to upload all documents confirming legal activitiesinto the OpenBusiness system until the end of 2025. Failure to comply with this requirement will result in administrative sanctions. Also introduced digital dutywhich is charged when issuing some permits and fines.
The Ministry of Development says the reform will speed up licensing processes and increase transparency in business operations. Government agencies are required to update their procedures in national register “Μίτος” until the end of the year.
Thus, OpenBusiness becomes a key element new digital architecture of the Greek economydesigned to combine control, supervision and licensing in a single online platform.
