The State Duma approved the possibility of retaliatory strikes on the United States
Russian State Duma adopted a resolution authorizing strikes on the territory of the United States if the Russian outback is hit by American cruise missiles BGM-109 Tomahawk. We are talking about a scenario where missiles could be transferred to Kyiv and used against targets in Russia.
The document provides for the possibility of using intercontinental and medium-sized missiles (ICBM and MRBM) with conventional warheads against US and Western European targets, as well as attacks on NATO space guidance and reconnaissance systems. Moscow emphasizes that it is impossible to determine the type of Tomahawk warhead in flight, which makes any use of these missiles extremely risky.
Vladimir Putin stated that Tomahawk cannot be used without the participation of American personnel, which means that deliveries to Kyiv will mean “a new level of confrontation”. Dmitry Peskov confirmed that Russia will respond “adequately” in case of deliveries. Deputy Chairman of the Defense Committee Alexey Zhuravlev added: “If Tomahawk destroys Russian cities, the response will be attacks on US territory and its bases.”
“The Pentagon recognized the risks of sending Tomahawks to Ukraine”
Tomahawks are nuclear-capable. Russia will respond accordingly.

New Tomahawk carriers: X-MAV from Oshkosh Defense
Meanwhile, work is underway in the United States to create new land platforms for Tomahawk. Today, their main carriers remain ships of the class Arleigh Burke and nuclear submarines Los Angeleshowever the American company Oshkosh Defense presented an autonomous mobile complex X-MAV.
According to program director Pat Williams, the system is built on a proven tactical chassis and is ready for mass production. X-MAV capable of carrying four Tomahawk missiles and autonomously launching long-range ammunition. Williams noted: “The Army has clearly identified the need for autonomous, payload-independent platforms.”
The Pentagon is considering these systems as part of a rapid response strategy, including possible deployment on NATO’s eastern flank. However, experts warn that transferring the X-MAV or the missiles themselves to Ukraine will raise questions about the limits of what is permissible within the framework of nuclear deterrence.
Political signals and allied reactions
President of Belarus Alexander Lukashenko warnedthat the transfer of Tomahawk to Ukraine “leads to nuclear escalation”adding that Donald Trump “understands this danger better than anyone else”. Trump himself recently said that “if Putin doesn’t stop the war, things could end very badly,” adding that he had “almost made a decision” on the missile issue, without specifying which one.
Risks recognized in Washington
Newspaper New York Times citing sources in the Pentagon reports: “The US military fears direct confrontation with Russia due to the possible transfer of Tomahawk cruise missiles to the armed forces of Ukraine”. According to the publication, the US Department of Defense has already developed plans for a possible transfer, but acknowledges real concerns about rising tensions with Moscow.
It is noted that Kyiv does not have the infrastructure to launch Tomahawkand the possible transfer of ground installations Typhon carries the risk of a direct clash with Russia. The Pentagon was also unable to accurately estimate the number of missiles that could be transferred and the risks of storing them in Ukraine.
“Is anyone in Washington listening?”
Against this background, the Russian State Duma published a statement: “Russia will respond with strikes on the territory of the United States if Tomahawk missiles are used in the Russian outback.”. The message ended with a question that became symbolic: “Is anyone in Washington listening?”
This exchange of statements and military demonstrations—from discussions of mobile X-MAV launchers to threats of retaliatory strikes—brings the world back to the dangerous logic of the Cold War. A scenario in which each new technology becomes a reason for escalation seems increasingly possible.
