Greece expands use of digital labor card – now also in energy, finance and tourism

These industries participated in pilot phase program from June 2025, having received several months for adaptation. During this time, the Ministry of Labor and Social Protection held consultations with representatives of workers and employers to clarify the procedure for applying the digital working time recording system.

How does a digital labor card work?

Ψηφιακή Κάρτα Εργασίας fixes real working hours of employees and ensures they are paid according to actual hours. According to the Ministry, the system is aimed at combating undeclared and partially declared employmentprotecting honest companies from unfair competition.

According to information system data “Ergani”after the introduction of the digital map in already existing sectors, it was registered 3.5 million more hours of overtimethan before the introduction of the measure. This is considered direct evidence of the effectiveness of the tool.

Expanding coverage to nearly two million workers

Currently the digital labor card is in use in banks, supermarkets, insurance companies, security services, state corporations, industry, retail, tourism and catering. After the November expansion, the system will include about 1.85 million workers and more 280 thousand enterprises.

Why do you need a digital card?

The Ministry emphasizes that labor protection is a “key instrument for a fair labor market” as it eliminates the possibility of manipulating working hours and wages. At the same time, it strengthens government control and increases transparency between employee and employer.

Despite this, some trade unions are concerned that the system could lead to excessive bureaucracy and constant electronic surveillance of personnel. However, the government insists that the goal is not control, but protection of workers’ rights and increasing trust in labor relations.
