Given that the United States of America has provided significant financial and material support to Ukraine since the full -scale invasion of Russia in Ukraine in February 2022;

Given that the American people want to invest with the Ukrainian people in a free, sovereign and safe Ukraine;

Given that the United States of America and Ukraine strive for the long -term world in Ukraine and a strong partnership between their peoples and governments;

Given that the United States of America and Ukraine recognize the contribution of Ukraine to strengthening international world and security by voluntary refusal of the third largest nuclear arsenal in the world;

Given that the United States of America and Ukraine intend to create an investment fund for restoration as part of the economic partnership between two peoples and governments;

Given that the United States of America and Ukraine held productive technical discussions in Washington of Colombia from April 11 to 12, 2025 to complete the negotiations under the agreement on the creation of an investment fund for restoration;

Given that the United States respect Ukraine’s intention to avoid conflicts in developing an agreement with its obligations in the framework of joining the European Union or agreements with international financial institutions and other official creditors;

Considering that without prejudice to any residual political or legal procedures necessary to complete the agreements, the Prime Minister of Ukraine Shmygal will visit the Washington of the Columbia district from April 21, 2025, to meet with the Minister of Finance of the United States Immint and provide support at the highest level to complete the terms of the agreement on the creation of an investment fund for recovery. The negotiation teams are expected to be a report on progress until April 26, 2025, in order to complete the discussions until this date and sign the agreement as soon as possible;
