Zelensky on March 20, at a press conference in Oslo with the Prime Minister of Norway, Jonas Gar Steer, confirmed the upcoming negotiations of Kyiv and Washington on March 24 on a partial ceasefire between the Ukrainian and Russian armies.

According to him, Ukraine will be presented in the negotiations “Technical Team”. At the same time, first a meeting of the Ukrainian and American sides will take place, then the Americans will meet with the Russians, he said, referring to Washington’s proposal. Zelensky said that the subject of negotiations will be the establishment of a ceasefire against energy facilities.

The Ukrainian leader emphasized that he insists on including objects and civil infrastructure in this list. Groups of experts will prepare lists of such objects, he added: “I do not want to have different interpretations of what the parties agree to.” Such a decision, according to him, could become the first step on the way to the complete cessation of fire and end the war.

Earlier on the same day, the assistant to the President of the Russian Federation Yuri Ushakov said that the meeting of the delegations of Russia and the USA in Riyadh was scheduled for March 24. Among other things, we will talk about the resumption of the initiative on the safety of shipping in the Black Sea, he said. The head of the Federation Council Committee on International Affairs Grigory Karasin and the adviser to the director of the FSB Sergey Conversation will be presented in negotiations.

In turn, the Kremlin spokesman Dmitry Peskov said that other “nuances” and “aspects” of the end of the war of the Russian Federation against Ukraine will also be discussed in negotiations in Saudi Arabia.

The United States, said the Kit Keellog Special Supervisor in Ukraine, want to conduct “indirect negotiations” in Saudi Arabia between representatives of Russia and Ukraine in order to understand the conditions of each side.

The US Special Supervisor said earlier that representatives of Ukraine and Russia during negotiations in Saudi Arabia can sit in different rooms, and the American delegation will go between them.

Donald Trump's special envoy Steve Whitkoff said that the ultimate goal of the current stage of negotiations between the United States, Ukraine and Russia is to achieve a 30-day ceasefire, during which the parties will discuss the possibility of complete cessation of hostilities.

The representative of the Ukrainian Foreign Ministry Georgy Tikhiy explained that Ukraine refers to the negotiations that will take place in Saudi Arabia as bilateral Ukrainian-American negotiations and considers them, “as a technical round, not political”:

“There will be discussed details and the implementation of decisions that have already been made at the political level … That is, professional people from the Ukrainian and American side should meet, who can find out all the details as it should look.
