The anniversary of the war in Ukraine: resolutions of the UN Security Council and the UN General Assembly


Yesterday, February 24, on the day of the third anniversary of the war in Ukraine, three resolutions were adopted at once – two GA of the UN and one of the UN Security Council.

The UN Security Council adopted the US Resolution “The Path to Peace”), calling for the speedy end of the war in Ukraine, but does not call Russia an aggressor in it. On Monday voting on Monday, the document was supported by 10 out of 15 members of the Security Council – in particular, Russia, the USA and China. Five more countries, including its permanent members of Great Britain and France, abstained during the vote.

This is the first case from the beginning of the war in Ukraine, when the UN Security Council was able to adopt a resolution about it. The representative of Russia at the UN Vasily Nebenzya called it the starting point for further efforts on the peaceful settlement.

At the same time, the UN GA adopted two different resolutions about the war in Ukraine. The project proposed by Ukraine and the European Union, condemning the invasion of the Russian Federation, supported the smaller number of countries in the UN General Assembly than before. The US document was processed and also adopted.

Two resolutions are in a key way in assessing Russian aggression. For the resolution proposed by Ukraine and the European Union, condemning the military aggression of the Russian Federation, 93 states voted – much less than in previous years.

The document contains a direct demand for Russia to immediately withdraw troops from the occupied territories of Ukraine and stop hostilities, which corresponds to previously adopted decisions of the UN. The resolution also declares the need to “promote a comprehensive, fair and strong world in Ukraine.”

18 countries opposed this document, Including the United States And Russia abstained 65 countries, including India and China. For comparison: a similar document, which expresses solidarity with Ukraine and is called to the immediate and unconditional withdrawal of Russian troops from this country, on the first anniversary of the full -scale invasion in February 2023 supported 141 countries out of 193.

In turn, the United States refused to become a co -author of this project of the resolution and proposed its document in which there is no condemnation of military aggression of the Russian Federation, the war is called the “conflict”, the territories of Ukraine, violations of international law and the need to restore the territorial integrity of Ukraine are not mentioned.

This draft resolution, calling for the “rapid end” of the war in Ukraine and does not contain any criticism of Moscow, did not receive support, after which significant amendments were made to the initial version on the initiative of the European states. In particular, the mention of the territorial integrity of Ukraine and the achievement of the “fair world” is included. As a result, when voting the United States, as well as another 72 countries, abstained. The document was supported by 93 states.

According to Reuters, the United States previously demanded that UN member countries reject any amendments and vote against the alternative project of the resolution prepared by Ukraine and EU. In a diplomatic note sent the day before, the United States characterizes its document as “a resolution oriented towards the future, concentrated on a simple idea – ending the war.”

The document emphasizes that the adoption of the American project will allow UN member countries to “give a real impetus to the international world and security, which is the main goal of the United Nations,” the agency quotes.

The initial text of the US resolution expressed regret in connection with the death of people during the “conflict between Russia and Ukraine”, a call for its speedy completion was and emphasized the need for long -term peaceful settlement between the two countries.

Since the beginning of the war, the UN General Assembly has repeatedly confirmed the support of the sovereignty and territorial integrity of Ukraine in its international recognized boundaries. However, in the text of the American resolution, this aspect is not affected at all. Among the abstained states there was Ukraine, as well as the States themselves that prepared the project.

Before that, the UN General Assembly simultaneously rejected the Russian amendment “On the need to eliminate the indigenous reasons for the Ukrainian crisis”: 71 state spoke out against it, and only 31 supported.

At the same time, the states approved three amendments to the European states, which, in particular, replaced the wording of the Russian-Ukrainian conflict with a full-scale invasion of the Russian Federation to Ukraine, and also added a call for a “fair, long and comprehensive world between Ukraine and Russia In accordance with the UN Charter and the principles of sovereign equality and territorial integrity of states. ”
