How long has the Chinese government followed the “one family, one child” policy? Now it is recognized as a mistake and an “excess,” and special attention of the party and government is aimed at supporting families who want to give birth to a third child.
How tells BB.LV, Chinese authorities accept thirteen new measures to support childbearing. They are listed in the directive of the Office of the State Council of the People's Republic of China and are aimed at:
- improving the quality of reproductive services,
- strengthening the system of child care services, education of toddlers and preschool children,
- strengthening support in the areas of education, housing and employment,
- creating a social atmosphere favorable for childbearing.
According to the document, reports the Xinhua news agency, women with flexible and new forms of employment, as well as rural migrant workers will be included in state insurance program for pregnancy and childbirth.
The Directive also instructs regional authorities to ensure that citizens provision of maternity leave, additional leave after the birth of a child, as well as leave for fathers to care for a child. They were recommended to increase the limits for issuing loans from the housing savings fund to large families to help them purchase a home.
In addition, it is planned to create child birth benefit system. The government has also committed to increase the corresponding tax benefits on the income of individuals. The country will also create child care centers at the county and city levels, which will be designed and built along with new residential areas.
And the reason for all these movements of the Chinese government is banal: The country faces the growing challenge of a rapidly aging and declining population. In 2022, the proportion of the country's population aged 60 years and older exceeded 14%, amounting to approximately 300 million people. By 2033, experts say, this figure will exceed 400 million people, and by 2050 it will approach 500 million. By then, elderly people are expected to make up almost 35% of the country's population.
