Russian authorities have discovered hundreds of thousands of office workers in the country whose services are simply not needed.
In 5 years, by 2029, there will be 733 thousand of them, according to calculations by the Ministry of Labor and Social Protection for the national project “Personnel”, which the RBC publication has become familiar with.
In the category of “managers” 533.2 thousand people will be “superfluous”, and not only that. The country will need 200 thousand fewer “employees engaged in the preparation of documentation”, writes The Moscow Times.
However, there is no need to be afraid of being left without work – the need for “highly qualified specialists”, on the contrary, will increase – by 1.395 million people. The economy will also need an additional 502.3 thousand “medium-qualified specialists”, 499.3 thousand “installation and machine operators” and 20 thousand “service and trade workers”.
The overall demand for personnel will increase to 73.6 million by 2030 (by 2.46 million people) – these are the preliminary results of the assessment by the Ministry of Labor. The decrease in the demand for managers is associated with many factors, such as digitalization, development and implementation of new technologies in production processes. Natalia Golovanova, head of the SuperJob research center, explains:
“When staff is released, the need for managers is reduced, and priorities shift from the area of people management to the area of technological process management.”
At the same time, the decrease in the need for administrative workers, including those related to document management, is explained by the mass introduction of electronic document management, added Marina Dorokhova, head of the “career and skills” department at hh.ru.
At the same time, as the Governor of the Novgorod Region, head of the State Council Commission on Social Policy Andrei Nikitin asserts, there is a critical shortage of labor resources on the Russian labor market:
“One of the main factors for this is the active expansion of production capacity (state defense order, import substitution), which required an increase in the number of labor resources. The forecast of the Ministry of Labor should become the basis for distributing target figures for admission to educational institutions. This will allow more accurately determining the areas of training for the needs of the labor market, changing the structure of admission of applicants, increasing the percentage of admission to technical specialties. Work in this direction is already underway.”
