Photovoltaic energy parks: it’s not that simple

According to a report by the International Energy Organization, Greece ranks second in the world after Spain in terms of photovoltaic electricity generation potential.

As a reminder, serious incidents occurred on Thursday morning (25/5) in Kalamia Kozani between the police, IAT and residents protesting against the installation of a photovoltaic park in the area. It all started, according to local website Kozanimedia, when a villager was arrested for stepping in front of a car that had started work, followed by residents, political parties and local government representatives who were at the scene.

According to a report that looks at the generation potential of existing photovoltaic installations in terms of total demand (rather than actual generation), the expansion of the fleet of photovoltaic installations at the end of 2022 was 17.5% in Greece and 19.1% in Spain. For comparison: the average EU was 8.7%, and the world average was 6.2%.

“Nine countries currently have penetration rates above 10%, while Spain, Greece and Chile are over 17%. And while network congestion has become a problem, policies, technical solutions and storage systems are already providing viable solutions for implementing photovoltaics and generating large amounts of electricity from renewable energy sources (in this case, the sun),” the report says.

The increase in the participation of RES in the energy balance, especially during periods of low demand (for example, on weekends and holidays under favorable weather conditions), leads to an increase in the production of “green” energy in our country. Nevertheless, the Greeks zealously resist the establishment of parks near their homes. The other day in Kozani, during a protest rally, regional councilor Stefanos Prassos was found in torn clothes, and Christos Psalidas, chairman of the Coordination Council of PASAS-DE pensioners, was beaten and passed out.

According to kozan.gr, the police asked them to leave, but the residents refused, leading to incidents and 6 arrests.

The photovoltaic park under construction in Kalamia-Kozani has a capacity of 45 MW and covers an area of 300 hectares at a distance of only 100 meters from the village. Residents who were able to temporarily stop work 15 days ago are protesting because, as they say, “the conversion of pastures into fenced off sections of a photovoltaic park creates problems for livestock grazing, and on the other hand, the location of the park next to the village is environmentally damaging, and violates the centuries-old, calm life of the villagers.

Confrontation started back in 2022, when the entrepreneurs decided to build a photovoltaic park near the village, without coordinating the issue with the locals. In a statement published on the pages of the KKE, it is stated: “A government that encourages investment by monopoly groups, destroying mountains, forests, pastures for the profit of a handful of people, clearly ignoring the problems and concerns of those affected by these investments. “Green Growth” turned out to be a sham, we did not see any environmental protection or cheaper electricity. On the contrary, today, working families are being asked to take the last cents out of their pockets month after month to meet their family’s electricity needs.Workers who have worked on photovoltaic projects know firsthand that in the end only the big business groups stand to gain, with our own sweat, on humiliating wages, poor working conditions, and working hard.”
