Market Pass: those who apply today will receive funds by Friday


Those who apply before the end of today, February 28th, will see the money they are eligible for on Friday, March 3rd. Those who delay filing the relevant statements and will do it in the first 15 days of March, they will receive the money around March 20th.

Beneficiaries can choose whether to pay for financial support digital card on their mobile phone (if their device supports this feature) or by depositing the amount directly to the bank. In the second case, the beneficiaries can use the money as they wish (they are not limited to using it in grocery stores), but they lose 20% of the amount because they will receive 80% of the amount they are entitled to.

For those who apply for a digital debit card until February 28, March 3 double benefit will be paid for February and March 2023. Accordingly, those who delay and apply for a digital debit card during March (1-15/3) will be paid double assistance for February and March until March 20.

What is Market Pass?

Market Pass is a household support measure to cover part of the increased cost of purchases, especially food, due to a significant increase in the consumer price index. It covers the period from February to July 2023.

Who is eligible for a Market Pass?
The beneficiaries are individuals: single, married, cohabiting, separated, divorced or widowed.

Who is included in the Household Market Pass Financial Assistance calculation?
The Market Pass counts for: spouses/common-law partners, their dependent children, other dependents and their guests are considered household members based on the latest personal income tax return for the 2021 tax year filed before 12/31/2022.

Market Pass – criteria for income and assets
Individuals are eligible for assistance if they meet the following criteria:

Income criterion:

  1. Unmarried persons must have an annual income of up to 16,000 euros.
  2. Married persons must have an income of up to 24,000 euros, plus 5,000 euros for each child.
  3. Single parent families must have an income of up to €24,000 plus €5,000 for each dependent child.

Real estate criterion
The amount of real estate for unmarried persons is up to 250,000 euros, and for married people – up to 400,000 euros.

What is the amount of financial assistance under the Market Pass program?
The amount of assistance per household is 10% of the monthly purchase amount, which is set at two hundred and twenty (220) euros for a one-member household, plus one hundred (100) euros for each additional household member, up to a maximum of one thousand (1,000) euros of purchases . If the beneficiary chooses a loan to a bank account, the amount of assistance paid is 80% of the above amount.

Each additional dependent or family member adds 100.00 euros to the estimated amount of purchases for the family, thus increasing the monthly subsidy by 10.00 euros, If a digital debit card is selected, or €8.00 if a bank deposit is selected. In any case, the maximum estimated amount of purchases is set at €1,000.00, in which case the maximum monthly subsidy is set at €100.00 if a digital debit card issue is chosen, or €80.00 if bank deposit.

When do I need to apply for the Market Pass?

  • From Wednesday February 22, 2023, the platform accepts applications from citizens whose VAT number ends in 1-2-3-4.
  • From Thursday 23 February 2023, the platform is open to all TINs.

Which family members can apply for the Market Pass?

  1. For those who are married or in a civil partnership, the person responsible for filing the application is the person who is required to file the personal income tax return.
  2. If the spouses/partners in a civil partnership submit a separate declaration, then one of them submits the application, in which case the second is automatically excluded.
  3. To receive a Market Pass cannot apply:
    1. individuals who were claimed as dependents on their 2021 personal income tax return by another person,
    2. individuals who were declared as guests on their personal income tax return for the tax year 2021 by another person,
    3. individuals who are subject to luxury tax for the tax year 2021,
    4. foreign tax residents and individuals who have not filed their personal income tax return for the 2021 tax year by 31/12/2022.

How do I apply for a Market Pass?

A prerequisite for receiving financial support is to submit an application by 15/3/2023 by logging into the application using the access codes of the General Secretariat for Public Administration Information Systems (taxisnet).

After logging into the application, the applicant fills in and confirms their contact details, such as mobile phone number and email address, selects the method of lending (issuing a digital debit card or depositing funds into a bank account) and the lending institution with which they wish to cooperate.

In case of depositing funds to a bank account, the applicant must provide an active bank account in the form of IBAN, in which he must be at least a co-owner, and select a credit institution with which the account is opened.

Particular attention should be paid to the fact that in case of choosing a digital debit card, the beneficiary or family member must have a mobile phone capable of contactless transactions (using the NFC protocol). It should be noted that a digital debit card can also be used for electronic transactions.

Applying for a Market Pass Digital Food Card will follow the following steps: sequence:

  • On February 22, citizens with license plates can register on the platform AFMending with the numbers 1,2,3,4.
  • from February 23 for everyone else
  • Application deadline March 15

Attention:

  • Those who applied in February have until February 28 to cancel and correct their details or change their payment method.
  • Those who apply from March 1 can cancel their application and submit a new one by March 15.
  • After March 15 and once the application has been approved, no new applications or change of payment method (IBAN instead of card, etc.) will be accepted.
  • If an error is detected before the payment and it is rejected by the bank, then the recipient is notified by e-mail about the need to make corrections (for example, IBAN), but cannot change the payment method.

How to apply

Everyone who applies is invited to choose which account the benefits will be credited to: to an intangible digital card (only if the person is sure they have a mobile phone that supports NFC contactless payments) or to an IBAN bank account.

Payments:

  • Those who chose the intangible card and applied in February will receive a “double credit” for February and March, around March 6 or 7
  • Those who chose IBAN and applied in February will receive a “triple” payment on March 6 or 7 (for the months of February to April), and around May 8 they will receive another, also “triple” payment (for the months of May, June and July).
  • Accordingly, if the application is submitted between March 1 and March 15, the first payment will be made on March 22 or 23.

In which stores can I use my Market Pass digital debit card?

The amount credited to the Market Pass digital debit card can be used exclusively by the recipient to make purchases of goods of any kind in shops or farmers’ markets engaged in retail food, in particular using POS devices (card readers) of the following categories:

  • 5411: Grocery stores, supermarkets
  • 5422: Butchers
  • 5441: Confectionery stores
  • 5451: Dairy stores
  • 5462: Bakeries
  • 5499: Various grocery stores

Benefits of an intangible digital card

Those beneficiaries who choose intangible digital card, will receive benefits:

  • March 3 or 20 (depending on whether they applied before or after February 28), for February and March,
  • April 3/04,
  • May 3/05,
  • June 3/06,
  • July 3 for July.

Beneficiaries who decide what is best for them receive the amount (reduced by 10% of the payments due) in your personal bank accountget help in the following way:

The amount that will be provided as financial support is calculated as 10% of the monthly purchase amount, which is 220 euros for a single person’s family and increases by 100 euros for each additional family member. Thus, a household consisting of one member will be supported for the next six months in the amount of 22 euros per month, and each additional member of the household will be provided with an additional 10 euros per month.

Examples:

  • A married couple without children is entitled to 10% of 220 + 100 euros, i.e. 32 euros per month and only 192 euros (32 euros x 6 months).
  • A family with one parent and one child is entitled to 10% of 220 + 100 euros, i.e. 32 euros per month and only 192 euros (32 euros x 6 months).
  • A divorced parent with two children is entitled to 10% of 220 + (2 x 100) euros, i.e. 42 euros per month and only 252 euros (42 euros x 6 months).
  • A married couple with two children and one visiting member is entitled to 10% of 220 + (4 x 100) euros, i.e. 62 euros per month and only 372 euros (62 euros x 6 months).
