DYPA: new rules and digital tools in effect

The income criteria for ΔΥΠΑ benefits, as well as new digital tools to support the unemployed, came into effect on January 1, 2022 due to the completion of the process of transferring existing unemployment registries to the new digital ΔΥΠΑ registry.

The relevant ministerial decision was published in the Government Gazette on Thursday 29 December 2022 (Government Gazette B’ 6867).

The new system makes the benefit structure more transparent and efficient, ensuring that resources are available to those who really need the roster and making it easier to find work.

In particular, as reported by the Ministry of Labor and Social Affairs, with the publication of the resolution, provisions come into force that provide for:

  1. Creation of new digital tools for serving citizensnamely:

A) New digital registry ΔΥΠΑwhich unifies and digitizes all procedures for inclusion in the registry and facilitates both the management of accounts maintained by applicants in DYPA, and processing their data ΔΥΠΑ. Working with the digital registry is the first step towards a gradual transition to another, more personalized and convenient digital service with DYPA.

B) New digital individual action plan (ΑΣΔ – Ατοµικό Σχέδιο Δράσης), which now requires the consent of the job seeker and employment consultant to determine the actions and their schedule in relation to finding a suitable job for them. ΑΣΔ includes, among other things, personal characteristics, professional profile and professional goals, as well as the actions that the job seeker must take in order to find a job.

C) New ΔΥΠΑ digital cardwhich marks thechange the printed form of the map unemployment and the creation new digital card available in the app Wallet.Gov.gr, which will be linked and updated daily by the digital register to provide clarity on who is eligible and for what benefits. With the Wallet.Gov.gr verification mechanism, it will be easy to see what benefits, allowances, assistance, the owner of a new digital unemployment card will be eligible for. The new DYPA Unemployment Card will be available from next Monday through the Wallet.Gov.gr app.

  1. It is also assumed set income criteria for most allowances or funds ΔΥΠΑ (such as special assistance after the end of the regular unemployment benefit, benefit after 3 months in the unemployment register, social assistance, tourism programs, performances, book purchases, free admission to archaeological sites/museums, etc.) for the long-term unemployed (more than 12 months of registered unemployment), except, of course, unemployment benefits, as well as special seasonal assistance. The income criteria that will apply are the same as those that apply to the heating allowance, which are currently:
    1. family income up to 16,000 euros for unmarried, widowed, divorced,
    2. family income up to 24,000 euros for married couples or persons who have entered into a cohabitation agreement is increased by 3,000 euros for each child,
    3. family income up to €27,000 for single parents plus an additional €3,000 for each child after the first.
  2. Activation of the system of mutual obligations of job seekersand ΔΥΠΑwhich creates certain rights and behavioral obligations, or leads to consequences that may even result in the applicant being excluded from the new digital registry ΔΥΠΑ. In particular, exclusion from the electronic register is provided for two years in case of refusal of the registrant from three suitable jobs (corresponding to qualifications, place of residence, etc.) and for six months in case of refusal to participate in educational activities.
  3. Establishment of a work allowance for subsidized unemployed who find work before the end of the subsidy period. In particular, for the first time for the subsidized unemployed who have found a job, a work allowance is established. It is equal to 50% of the unemployment benefit and is paid until its expiration date. The work allowance is expected to be a strong incentive and reward for faster reintegration into the labor market.
  4. Providing a one-time financial assistance of up to 300 euros as a measure to activate the long-term unemployed who remain registered in the register of the unemployed ΔΥΠΑ more than 5 years, with the aim of creating an updated digital ASD (digital individual action plan), on the basis of which they can direct them directly to actions to develop their employability (for example, vocational training) or to find a job.

ΔΥΠΑ from 01.01.2023 enters a new era with the aim of providing faster, better and more efficient services to job seekers in order to further reduce registered unemployment and increase employment through tools, benefits and programs aimed at activating the unemployed in their (re)promotion in the labor market as quickly as possible, according to a statement from the Greek Public Employment Service.
