How to get reimbursed for "bloated" electricity bills

In June of this year, the government plans to launch the process of returning funds to consumer bank accounts.

The main criterion for beneficiaries is the amount of family income for 2020, as well as the total amount of accruals on electricity bills from December 2021 to May 2022. koutipandoras.gr.

It should be noted that the refund measure concerns first (main) place of residence, as indicated by ΑΑΔΕ. According to preliminary calculations, this applies to 4.5 million homes with electricity meters installed, in which it is estimated that significant costs amounted to a total of about 1.3 million euros. Thus, those who received a “surcharge” will receive a refund after subsidies from the state and providers have been deducted.

As for the index of family income, then, according to the Minister of Finance Kristos Staikouras, it includes 95% of taxpayers.

Reimbursement plan. What will apply in May and June and from 1 July 2022

To receive a refund, you must apply on the online platform, which is expected to open in early June. Applicants must, by accessing it, confirm or correct their residence details and, of course, indicate, if it is not entered into the ΑΑΔΕ system, the bank account number (IBAN).

After submitting an application, ΑΑΔΕ will run a program to calculate the amount to which everyone is entitled by obtaining data from electricity suppliers. In particular, suppliers will send to ΑΑΔΕ the total amounts shown on invoices issued from December to May. The subsidy provided by the state will be deducted from the total, as well as the possible subsidy provided by the supplier.

60% of the amount will be returned. For example:

1. For a net fee (καθαρή επιβάρυνση, surcharge) of EUR 1,000 or more, the refund will be EUR 600.

2. For καθαρή επιβάρυνση of 500 euros, the refund will be 300 euros.

3. For 150 euros, the refund will be 90 euros.

4. For 30 euros, the refund will be 18 euros.

5. For amounts less than 30 euros, the surcharge is non-refundable.

The income received will be credited to the bank accounts of the beneficiaries around mid-June, and everyone will be able to use them at their discretion. Retroactivity (payment backdated) applies to energy consumption for main living space only, since the meter number was declared in ΑΑΔΕ. In the event of an error, the home user will be able to correct it during the application process on the respective platform.

Students will be reimbursed if they file a tax return declaring the student residence as their primary residence.

Of course, there are exceptions, which concern, for example, utility electricity in apartment buildings, since the money-back criterion only concerns consumption for the main (first) dwelling.

Subsidizing electricity and gas bills for households and businesses will continue in May and June.

From July 2022 and with a time horizon until the end of the year, the mechanism of discounts on electricity tariffs is being strengthened in order to stabilize the retail price. The mechanism of “absorption” of additional incomes of producers in the wholesale market is being introduced. Wherein the subsidy rate will be adjusted monthlyby reinforcing the current tariff rebate mechanism to keep prices moderately stable at certain levels (significantly lower than in previous months and somewhat higher than pre-crisis levels).

Finally, as the government stated, “the new package of dynamic interventions will absorb 70-80% of the increase in the price per kilowatt-hour for households and businesses. The total value of the subsidies is 3.2 billion euros for the remainder of 2022, of which about 1.1 billion euros is from the state budget.”
