The implementation of the project to develop a smart city development strategy for Elliniko and Lamda Development was carried out by the Deloitte group in collaboration with AFRY and a team of specialized consultants.
The project concerns, as stated in the Deloitte announcement, the provision of state-of-the-art consulting services and innovative business models, which will be activated in the current stage of infrastructure design, and will lead to sustainable digital development of the Elliniko area, reports iefimerida.gr.
The consulting team that took on the project consists of Deloitte, a market leader in consulting services, which is active in the international arena and has also completed a series of projects related to the development and implementation of smart city strategies (for example, “The NEOM” in Saudi Arabia and “ Porto Nuova Development in Milan), as well as the internationally recognized engineering and consulting company AFRY, which also has extensive experience in relevant projects in Northern Europe, such as Nyhamnen, Malmö in Sweden and the Red Sea Development project in Qatar.
The project is implemented in cooperation with highly specialized consulting companies in the field of energy, technology and telecommunications: CIGA Energy, CIMA Data Analytics and ENOMIX.
The goal of LAMDA Development is to create a smart city in the Elliniko area for the benefit of residents, visitors and businesses operating in the area.
Through this project, the company is building a global example of a smart city: “a smart urban area with the latest technology that will pioneer the areas of housing, work and leisure through the use of methodologies aimed at creating conditions for stable service.”
As AN previously wrote, the construction work of the Elliniko commercial center on Vouliagmenis Avenue will be completed in 2025, representatives of Lamda Development report.
Commercial Hub will become the largest shopping center in Greece, a new generation shopping park with large stores and state-of-the-art office space. An iconic multi-purpose tower will be built next door to house offices and apartments.
According to Lamda Development’s answers to journalists’ questions, all construction projects for the development of the complex will be carried out simultaneously, so they will be delivered at the same time. The estimated amount of investment in the development of the Vouliagmenis shopping center is between 335 and 410 million euros. In accordance with the agreement concluded with the Fourlis Group for the development of a 30,000 sqm shopping park, the Fourlis Group will undertake this investment for a total of 55 million euros.
As for the mixed-use tower, according to the business strategy of Lamda Development for the Elliniko project, it belongs to the category for which Lamda looking for a partner/co-investor.
As for the interest shown by networks in the rental of premises, it is emphasized that it is extremely high. “We are in active discussions with leading companies and brands, both Greek and international, and will soon be able to announce our cooperation. Among them are popular brands that are currently not represented on the Greek market.

“Green and smart city” from the very beginning
Lamda Development pays great attention to the environmental impact of the new center as it is part of Europe’s largest urban renewal project, in which the first “smart” and “green” city is being created from scratch.
“The design incorporates smart and green solutions with lighting and temperature controls. Using natural materials, we have minimized the impact of the building complex on the environment, making it a “pioneer” in this area. At the same time, green dominates outdoors as well as in patios and rooftops. Please note that the extensive environmental conditions established by the legislative framework will be fully respected in the design, construction and operation of the commercial center,” the developer states.
Regarding the use of BIM technology for risk prediction and management, during construction and later in the project, the following is stated: “Research is evolving and will be presented in the BIM (building information modeling) environment at all stages of the project. This methodology, which complies with international standards, allows to certify the production of fully coordinated projects, reducing the overall budget and implementation time by 20-30%. In addition, due to the complexity of the project, it is required to use all the latest technological tools to automate the design and construction processes, avoiding any obstacles and delays. The digital BIM models will include all the necessary information.”
When asked about the seismic forecasts of the tower, Lamda Development states: “The international designers of the tower, in cooperation with the Greeks, will take into account all the data necessary for its static solution, based on domestic and international seismic studies and regulations, in combination with the use of specialized software, providing the best resistance to earthquakes.
Recall “City of Dreams” is being built on the site of the former Elliniko Airportthe first complex center of its kind, combining both business enterprises, hotels and hotels, as well as infrastructure for entertainment and cultural recreation (including a casino and a green park).

- Athletic facilities.

- Office premises and a hotel will be located within walking distance from the shopping center, on the northern side of the Elliniko territory, near Vouliagmenis Avenue.
- Gallery (Galleria) will be built near the marina in Agios Kosmas.
- Two hotels in the coastal zone.
- 800 houses of various types (apartments, mansions, etc.).
- Skyscrapers about 200 meters high.
